Here is how to find rockhopper.
1) Go to almost full servers
2) Go to places that he likes, the beach, cove, his ship, dock, iceburg, etc.
3) Find a large group of people to wait with
4) If a room is full keep trying to go into it
5) Use servers on the 1st and 2nd page, he likes to go there more often
